[FCTD] Online Discussion: Performance Technology Toolkits

We've long understood that individualization of instruction makes for better education. Teachers only have so much time, however, and when a range of technology tools are added to the mix of their regular curriculum materials, customization of those tools may be too much to expect. Where to look for help? Perhaps to the students themselves. In the Family Center on Technology and Disability*s March online discussion, we will explore methods for promoting student self-customization of technology tools. We*ll discuss a range of important questions, including the sometimes conflicting technology standards set for students by adults and peers. Please join our expert moderator, David Davies, Director of the Florida Instructional Technology Training & Resource Unit, for another interesting and informative FCTD forum.

Using State Child Care Quality Rating System to Promote Quality in Afterschool Programs

 

Afterschool programs have grown in number and diversity in recent years. This trend has been driven, in part, by the dramatic rise in the number of working parents who need safe and reliable child care between the end of the school day and the completion of their work day. Also contributing to the increase is growing recognition of the need to make better use of out-of-school time to promote academic success and positive youth development. Afterschool programs now operate in many settings, including schools, community centers, and child care centers. These programs have varied goals and are administered and funded by various public and private entities.

Money Follows the Person Stakeholders Meeting

The Missouri Departments of Social Services, Mental Health and Health and Senior Services are participating in a Money Follows the Person initiative which is focused on transitioning people with disabilities from institutions to the community. Join the Personal Independence Commission at this stakeholders meeting to find out about the initiative, discuss outreach strategies and develop action steps to get the word out to people who want to move to the community. Power Up Conference

Power Up 2008, the assistive technology conference & expo, is scheduled for April 21-22, 2008, at Tan-Tar-A Resort, Osage Beach, Missouri.

Power Up 2008 features a variety of sessions which provide up-to-date information on disability related policy, assistive technology services and devices, independent living issues, educational policy and practices, and information technology accessibility to enhance and promote independence of people with disabilities.

There will be five pre-conference sessions. One of those is on electronic text (like NIMAS file sets) and how e-text can/should be used in Response to Intervention (RtI) and other similar initiatives to support student achievement. The session is entitled: Universal Design for Learning (UDL) and E-text: Concepts, Promises & Pitfalls, and the presenter is Dr. Joy Zabala.

Response to Intervention (RtI) Online Interactive Discussion

The Division of Special Education invites you to join Dr. Erica Lembke on March 21 from 11:00 a.m. to 12:00 p.m. for a webinar focusing on the topic of Response to Intervention (RtI). Dr. Lembke will talk with districts interested in learning about RtI and answer questions that interested districts may have regarding movement toward implementation of an RtI model. She will also discuss feedback from other districts currently in various phases of RtI implementation.

Questions may be submitted prior to the webinar by sending them to Thea.Scott@dese.mo.gov through March 20 or may be submitted during the webinar. End of Course Exams: Documentation of the IEP

We have received a number of questions about how to document a student's IEP to reflect the change for high school students from MAP assessments to End of Course (EOC) examinations.

Students taking EOC exams this spring as part of the pilot:

End of Course examinations under the pilot are not considered to be statewide assessments. Students will take the MAP also. The pilot process is designed to build validity and reliability into the testing process so that beginning next year these examinations will be used for accountability for state-wide assessments.

Therefore, the IEP does not need to reflect participation in EOC examinations that are given as part of the pilot this spring. We would expect students taking these examinations to use the same accommodations and modifications for these tests as they use for MAP testing, but it is not necessary to specify accommodations for EOC exams given this spring.

High School Students who will not take MAP assessments but may participate in EOC examinations in 2008-09:

A number of issues are in discussion within DESE related to EOC examinations, and it is our intent to build in as much flexibility as possible for students with disabilities who will participate in these examinations. The Division of Special Education will not be making any immediate changes in the IEP model form, because it is important that we have more information upon which to base those changes.

As IEP teams meet to review/revise IEPs for students that will be in high school next school year and are not eligible for MAP-A, the IEPs should reflect that high school students will not participate in MAP testing but will participate in End of Course examinations. The IEP should state that accommodations listed are for the End of Course examinations.

It may be necessary to add more detailed information to the IEP when additional information is available about End of Course examination procedures. At that time, if appropriate, changes in the IEP may be made through the addendum process.

Notice of Action: When is a Notice Required under FAPE

Numerous questions have been raised during recent monthly webinar sessions regarding the requirement to provide Notice of Action based on the provision of a free and appropriate public education (FAPE).

As mentioned in the Questions and Answers from the February webinar and during the March webinar, our short-term plan was to post a list of examples of situations requiring the provision of a Notice of Action to the parent based on provision of FAPE under an IEP and situations that do not require a Notice of Action when changes are made to the IEP.

That document has now been posted and can be accessed at http://www.dese.mo.gov/divspeced/documents/NOAQA.pdf.

If agencies responsible for IEP development have other examples they would like us to address, they may send these to me at heidi.atkinslieberman@dese.mo.gov

I will be submitting a written request to the U.S. Department of Education, Office of Special Education (OSEP) on the issues and include examples to ensure we are viewing this correctly.
